In Governor Newsom's afternoon update on April 28, he laid out the steps and indicators that are needed to begin reopening the state, with different businesses being able to reopen in different stages. Most importantly he indicated that some movement will be possible in "weeks not months."
Attached is a handout that shows Governor Newsom's plan for opening in stages as follows:
Stage 1: NOW
Safety and preparedness (essential workplaces safe)
Stage 2: WEEKS NOT MONTHS
Low risk workplaces (childcare and schools - earlier school year July/August, retail, manufacturing, offices, parks, trails)
Stage 3: MONTHS NOT WEEKS
Higher risk workplaces (nail, hair, gyms and spas, sporting without audiences, movie theaters, churches, weddings)
Stage 4: LONGER TIME FRAME
End of stay at home orders (concerts, convention centers, live audience events)
Actions needed to get from Stage 1 to 2 "weeks not months"
General actions needed:
- Government action (reducing risk, policies that allow people to stay home when sick)
- Business actions (wage replacement, workplace adaptation)
Specific actions needed:
- Hospitalization and ICU trends remain stable
- Hospital surge to meet demand
- Sufficient PPE (personal protective equipment)
- Sufficient testing
- Contact tracing capacity statewide
- Transition to stage 2 will occur through a STATEWIDE modification to the stay at home order.
