This year marked the first year of California’s 2021-22 legislative session, which ended on September 10. While nearly 2,200 bills were introduced earlier in the year, more than half of them were shelved making them two-year bills and eligible for consideration in 2022. At the same time, the legislative session coincided with a yearlong recall vote of Governor Newsom who ultimately beat the recall just days after the Legislature concluded its end-of-session.

On Monday, December 7, legislators were sworn in to start the 2021-22 legislative session, and they began introducing new bills for consideration. They introduced about 170 new bills on December 7 and then adjourned until January 4.

Note that Brian White assembled this summary in late February and early March 2020 before the COVID-19 pandemic changed the legislative process and the financial picture for the state. The legislature was recessed until early May while the budget is due by June 15. It remains unclear how the Committees will hold hearings with the Capitol closed. Based on input from legislative staff, the Governor’s office daily briefings on the pandemic, and what Brian has been able to provide, it seems likely that much of the proposed legislation will not be considered during the legislative session that ends in mid-September of this year.

In Governor Newsom's afternoon update on April 28, he laid out the steps and indicators that are needed to begin reopening the state, with different businesses being able to reopen in different stages. Most importantly he indicated that some movement will be possible in "weeks not months."
